Benchmarking sustainable procurement vehicles for Dutch national government


We investigated the environmental and cost effects of several alternative scenarios on vehicle procurement and made recommendations for Stichting Natuur en Milieu to encourage the government to set more ambitious sustainability criteria for the procurement of vehicles.

For the procurement of vehicles the Dutch ministries use sustainability criteria Senternovem. However, according to Stichting Natuur en Milieu these criteria are not ambitious enough. We have made recommendations for more ambitious procurement criteria based on the analysis of five scenarios:

  • Clean, economical vehicles
  • Vehicles running on natural gas
  • Hybrid and fully electric vehicles
  • Average CO2 emissions of 130 g/km for the entire fleet
  • Alternative mobility concepts for the smallest vehicle groups.

These scenarios were assessed in terms of costs, environmental impact and feasibility, resulting in recommendations for more sustainable vehicle procurement.
