In December 1997, the European Commission adopted the White Paper on Renewable Energy Sources. In this paper targets are set for the penetration of renewable energy sources in the European Union. Monitoring is considered a key input for focussing the efforts, both on the level of the Commission and on the level of national governments, to achieve the targets set in the White Paper and the Campaign for Take-Off.

Ecofys and her project partners developed a monitoring protocol for the European Comission, in a project called PRETIR - Progress of Renewable Energy: Target setting, Implementation and Realisation.

The PRETIR project estimated the effect of policy instruments of all EU member states on the use of renewable energy sources for the period until 2010. The project partners reviewed success and risk factors, results of ex-post evaluation of different types of policy instruments, evaluation of the historic development of the use of renewables per country per source, and results from market assessments and outlooks.
