Ecofys has conducted one of the most important studies on greenhouse
gas reduction in the EU. The results of this study - the Economic
Evaluation of Sectoral Objectives for Climate Change - have been input
for many further actions, such as the European Climate Change Programme.

The project analysed a
least-cost allocation of objectives for different sectors and greenhouse
gases, that would enable the European Union to meet its Kyoto target.
In addition a set of cost-effective policy measures was put together
for various economic sectors and greenhouse gases.
The study combined a "top-down"
approach and a "bottom-up" methodological approach and compared
them as far as possible.
In the study over 250
different emission reduction options have been identified and characterised.
Ecofys constructed a large database with information on many possible
emission reduction options called GENESIS. All economics sectors
and greenhouse gases considered in the Kyoto Protocol have been
taken into account. Results are presented per Member State, economic
sector and per greenhouse gas.
